Incidents
The following examples reflect documented activity at Denny Blaine Park after the filing of the lawsuit in April 2025 and after the Court directed the City to take action. These are not isolated events. They reflect a continued pattern observed and recorded by neighbors, workers, and security personnel.
January 2026 - Daytime sexual activity on the beach
Neighbors document a couple engaging in oral sex and intercourse on the beach in daylight while others stood nearby. One individual was filming while another watched and touched himself. Police arrived only after the activity had ended.
January 2026 - Repeated public masturbation
In a separate incident later that same month, a man was observed on the beach in the late morning repeatedly touching his genitals. A repeat individual returned to engage in similar conduct in the same area.
July 18, 2025 - Active incident with delayed police response
Witnesses called 911 during an ongoing confrontation involving threats of violence, followed by public sexual activity in the parking area. Calls were made multiple times during the incident. Police response was delayed for approximately 1.5 to 3 hours. When officers arrived, they drove through the parking area without stopping or engaging while the situation remained active.
July 22, 2025 - No response during ongoing exposure
A man remained fully nude on the hood of the vehicle in a fire lane for more than two hours during the day. Calls were made requesting assistance. No officers arrived while the activity continued.
July 2025 - Group sexual activity in shared areas
Shortly after the Court’s order, individuals gathered in the parking area engaged in group sexual activity in the afternoon and early evening. The conduct occurred openly while others were present nearby, including workers and security personnel.
April 2025 - January 2026 - Near-daily disturbances documented by security
Following the start of 24/7 private security deployment on April 22, 2025, daily reports document ongoing activity, including nudity, sexual conduct, drug and alcohol use, and confrontations among park users. These reports describe repeated disturbances across shifts and dates.
